With a view to detect, identify and act against senders of commercial communication who are not registered in accordance with the TCCCPR, TRAI has by way of the Directions F. No. RG-25/(6)/2022-QoS dated June 13, 2023 (‘Detect System Directions’) mandated access providers to deploy artificial intelligence and machine learning based unsolicited commercial communication (‘UCC’) detect system (‘System’). As per these Detect System Directions, the System to be deployed for detecting UCC should be capable of: (i) evolving constantly to deal with new signatures, patterns and techniques used by UCC senders; (ii) reputation-based analysis of the message sender; and (iii) sharing intelligence with other access providers using distributed ledger technology platform. Access providers are required to comply with the Detect System Directions and submit a compliance report within 30 days from the issuance of the Detect System Directions.
