Amendments in ULA, ULA-VNO, ILD and NLD License in Respect of Payments and Penalties

The DOT has, by way of Notifications dated October 1, 2021 and October 6, 2021, amended the unified license agreement (‘ULA’), ULA-VNO, international long distance license (‘ILD’) and national long distance (‘NLD’).

Some of the key changes to the existing framework introduced by the DOT include: (i) any delay in payments under the license will attract an interest of 2% above the one-year marginal cost of lending rate of State Bank of India, compounded annually; and (ii) there will be no penalty in case of any shortfall in the quarterly license fee.
